About Julio E. Navarro, MD, FAAFP
I am a board certified family physician who has been practicing in Delaware for almost four decades. I have always felt that better outcomes come from a trusting and compassionate relationship between the doctor and patient.
As a physician, I value the time I spend with my patients and strive to deliver more personalized primary care. I work to accomplish this along with a supportive staff who understand our goal of putting the patient’s needs first. By having a smaller practice, I can offer you more individualized care and more time together to review your health concerns. My MDVIP-affiliated practice offers services, including comprehensive, advanced health screenings and diagnostic tests, that go far beyond those found in concierge medicine practices.
We offer same- or next-day appointments with minimal waiting. My patients are encouraged to contact me (even after hours), and we respond to their needs promptly.
The annual MDVIP Wellness Program emphasizes prevention and assists me in helping my patients better enjoy the healthier, more active lives that I believe they desire.

After arriving in Honolulu for vacation, feeling fine, I started to feel a little down and congested the next day. I tested negative for covid using the at-home antigen test kit. I tested again later in the week, and was positive. I was able to text Dr. Navarro and secure a script for the anti-viral Paxlovid at a Walgreens pharmacy not far from where I was staying. Dr Julio Navarro goes beyond any expectations that anyone would ever want. I have a rare blood protein deficiency and he follows all the steps needed to assure that I have access to my medication and all newly approved medications offered.
He thoroughly explains every test and appointments with numerous specialist.

I was looking to be a new patient and I was ready to bring in as many as three new patients with me, but never mind. I am taking my business elsewhere. Looking at the reviews, I probably dodged a bullet. The reason why I will not proceed is because the employee that answers the phones for people looking to be new patients has no bedside manner, or, and his profession I guess the proper term would be he has no customer service skills. I got hung up on, twice, and then kept getting put on hold before he told me he would not be able to see my children. Because of the holds and getting hung up on, it took longer than it should have for me to get through a simple phone call inquiring about new patient appointments. At that time, my young son arrived and was talking in the background. The rep got annoyed by this and hung up on me again. Very rude and that is why I will not go back. Also, looking at recent reviews showing that the answering Services blow off patients and people cannot get their prescriptions filled, that is a very nightmare I dealt with from the last doctor's office which is why I was seeking out a new doctor's office in the first place. Never mind I guess.

I have been going to horizon family for 4 years now. I am a patient of Rebecca Shaw and she is amazing. I have nothing negative to say about her. However, I have called this office multiple times over the last week and left four different voicemails. The staff never picks up or returns calls during business hours. I understand that these are health care professionals and that it gets busy and they have to address the patients that are present. However, what about the patients who call in? Or have questions or health concerns. It seems as if this practice is too busy to give patients a call back. This is disheartening because I've never had a negative experience until now. Because of my most recent negative experience, I will more than likely look for a new office to take care of my medical needs being that this office doesn't address concerned patients.

Rebecca Shaw is the absolute worst Nurse Practitioner EVER! I had a mid-morning appointment which she made 3:30ish pm and with no apologies Or explanations. She was quite arrogant and threatened to hang up if I didn’t stop questioning what happened. Rebecca then proceeded to tell me “ I don’t feel well either!” Not to mention the fact that when you call the office, good luck in getting someone to answer the phone during business hours. They don’t answer phones well at this office. Often messages are let on the recording and no one returns the call.

Rebecca was amazing!!! Anyone struggling with mental health, addiction, or anything of the sort, her pure life experience combined with medical knowledge is on point. the receptionist was very rude and aggressive and denied me service also addressed me by my maiden name after i told her my married last name several times. I had to reschedule on 3 occasions due to family emergencies which constitute for them not to except me yet seen my husband who’s appointments where set and rescheduled the same days as mine. The doctors however are very kind and knowledgeable. Wanted a family doctor so my entire family could be seen. They will not let your children be seen as new patients until you are observed as one. Once my husband was able to be serviced and i was not we chose a different family practice.

It makes no sense to review the medical care if you can’t make an appointment. I believe this practice may have closed or be in financial trouble since there is NO staff to take a call or return a message left on a recording. When there is no one answering the phone in Billing one knows there is a problem. I tried for eight days to get a prescription refilled early this month. They claimed a problem with the phones. Again having the same problem. No one is there, any time, any day. One can only assumed they are out of business.

If I could give this practice a 0 I would. Unprofessional to say the least. Accuse patients of “outstanding bills” . When confronted about it, then they say “oh it was a mistake” no apology . It’s impossible to see the actual “doctor” because you have to pay for a program which allows you to be basically a VIP patient . 5 minutes max they give you for a visit , try to get you to do unnecessary blood work when I tried to explain to the nurse practitioner whom is a male he blew it off “ oh well U can choose what u want with you’re health” . The place is a joke and the only decent person they had working there’s who was professional Candace left. It’s been a issue ever sense going there weather they “don’t carry”child vaccines or it’s a billing issues over looked. By far the most unprofessional practice I have ever seen in my life.

The office staff and assistants are not only kind, but they really know what they are doing. This makes the visit less stressful, and dare I say, even enjoyable!
